APA California - Making Great Communities Happen...

Chris Stephens recognized as 2020 PEN Award Honoree

During the 2020 APA California Conference, the Chapter's Planner Emeritus Network (PEN) participated in the 2020 APA California Awards Program. As part of the Awards Program, PEN recognized four honorees. 

Of those four, Chris Stephens was recognized for his contributions to planning in California. Mr. Stephens nomination came forward to PEN as a result of nomination by the APA Central Coast Section's Executive Board of Directors, and PEN accepted the nomination based on Mr. Stephens experience, which included the following description:

Chris Stephens is a planning professional with extensive experience in the planning profession in communities throughout California. He served as the head of the County of Ventura’s Resource Management Agency since 2006. Previously within Ventura County, he worked as the County’s Planning Director and as the Deputy Executive Director of the Ventura County Transportation Commission. He has been involved with many community organizations and programs, and has served as a Hansen Agricultural Trust Advisory Board member, a member of the City of Ventura Visioning Committee and Charter Committee, and the Ventura County Planning Commission. Other prior professional experiences include working as a transportation planner in the City of Oxnard and the counties of Santa Cruz, Monterey, and San Luis Obispo.

Mr. Stephens currently teaches at UC Santa Barbara in the Environmental Studies Department and serves as Ventura Harbor Port Commissioner. 

A native of the Bay Area, Chris received his Bachelor’s Degree in Public Administration from UC Santa Barbara and his Master’s Degree in City and Regional Planning from Cal Poly San Luis Obispo.

The Planner Emeritus Network (PEN) is an auxiliary of and resource support group for the APA California Chapter, the California Planning Foundation, and the California Planning Historical Society. PEN represents a body of long-tenured members of APA who are available to provide to the Board and to other APA California groups substantial knowledge of the profession as it has matured in California, in particular.
