Lily Rudolph\, Diversity Equity and Inclusion officer for Central Coast APA will start this session outlining what is DEI as a framework and discussing how viewing projects through a DEI lens can be a beneficial tool. Next\, Jessica Nguyen\, lead project planner for Ventura County’s General Plan implementation of the Designated Disadvantaged Communities (DDC) program. The Ventura County Planning Division is researching potential disadvantaged community designations in unincorporated areas near the cities of Ventura\, Oxnard\, and Santa Paula. Designated disadvantaged communities (DDCs)\, as defined by state law\, are low-income communities that are disproportionately burdened by environmental pollution. DESCRIPTION:ABSTRACT:\nWhen housing choices and access are limited due to someone’s protected status\, the impacts are far reaching. Access to housing impacts job opportunities\, access to education and one’s mental and physical health. While overt forms of discriminatory practice have been prohibited for decades\, many jurisdictions struggle with creating real housing choices by affirmatively furthering fair housing (AFFH). AB 686 creates new requirements for all housing elements due to be revised on or after January 1\, 2021 and requires that jurisdictions ensure fair housing is part of their planning process and guiding documents. Events include presentations from experienced professionals\, Q & A sessions\, and breakout rooms. Additionally\, mentors will collaborate with their mentees in-between monthly events. The goal of the Mentorship Program is to create opportunities to learn and grow from fellow planners while building and sustaining a professional network.  \n  \nEvent Schedule  \nAll events will be between the hours of 12 pm-1 pm \nSeptember 8th: virtual training event\, mentors only \nSeptember 15th: 1st virtual networking event\, all participants  \nOctober 13th: 2nd virtual networking event\, all participants   \nNovember 17th: 3rd virtual networking event\, all participants   \nDecember: All participants are encouraged to attend their subsection’s Holiday Party to meet their fellow mentors and mentees in person. \n  \nProgram expectations \nMentors:  \n\nProfessionals with a minimum of 5 years of work experience in any planning discipline who are excited to grow their professional network and share their knowledge and experiences with emerging planners. CEQA requires governmental agencies to evaluate and consider the environmental impacts of a broad variety of projects that they carry out or approve. CEQA also provides for public involvement\, making it an important tool by which citizens and interest groups can participate in government planning and decision-making. This two-day workshop presents the fundamentals of CEQA\, with emphasis on the policies\, procedures\, and practices necessary to make it successful. DESCRIPTION:Public Outreach: Fostering Community Participation in the Preparation of Successful Planning and CEQA Processes \nSpeakers: Gina Sawaya and Sydnie Margallo \nTopic Overview: Public outreach and stakeholder engagement are essential components in local and regional programming and planning\, as well as the development of project and program CEQA compliance documents. Developing an effective stakeholder and public outreach program is a critical tool for informing the planning process and addressing the needs and concerns of both key stakeholders and members of the public. The best programs\, plans\, and projects are those that infuse public and stakeholder feedback into planning processes for popular\, logical results and plans. However\, each agency may take different approaches to fostering public participating\, and CEQA provides little guidance on how to develop and facilitate effective community outreach\, and how best to incorporate the results of these outreach efforts. The panel of experts will discuss strategies for developing outreach campaigns that can achieve a balance between the needs and concerns of public and the budgetary and schedule constraints of the planning and CEQA process. The panel will also be discussing about what considerations should be made with respect to public participation when initiating the planning and CEQA process\, identifying who should be engaged through the process\, what platforms and tools are best for engaging with stakeholders and the public\, and what to do with the feedback that is received. The panel discusses several different projects with different approaches\, but with similar goals of achieving an informed and effective planning process with popular buy in.
