Assistant Planner

Job Description

The City of Oxnard's Community Development Department is seeking an Assistant Planner with strong technical knowledge, interpersonal skills, a customer service orientation, and a history of effective partnerships and problem-solving to be part of the Planning team.  

The normal work week is Monday-Thursday, 8:00am - 6:00pm and alternate Fridays 8:00am - 5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs.

Appointment to this position is subject to City Council approval of the allocation  



Include but are not limited to the following:
  • Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.
  • Evaluates and approves Temporary Use Permits, Home Occupation Permits and Zone Clearance applications.
  • Reviews, approves and processes simple and complex residential, commercial, industrial institutional, and mixed-use projects through the planning process including: Lot Line Adjustments (mergers), Special Use Permits, Zone Changes, Ordinance Amendments, General Plan and Specific Plan Amendments, and other administrative and/or discretionary application requests. Estimates time, materials and equipment necessary for the successful completion of the project. Makes recommendations for necessary resources to complete projects and overcome constraints as is appropriate.
  • Researches and drafts revisions and amendments to the General Plan, Local Coastal Program & inland and coastal Zoning regulations.
  • Reviews proposed projects, environmental documents, and changes in plans and policies originating with other jurisdictions that may impact the City, and provides recommendations.
  • Participates on teams formed to complete some of the most complex projects undertaken by the City.
  • Prepares and / or reviews environmental documents in accordance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Documents may include initial studies (ISs), negative declarations (NDs) and mitigated negative declarations (MNDs), environmental impact reports (EIRs), environmental assessments (EAs), findings of no significant impacts (FONSIs), environmental impact statements (EISs), and etcetera.
  • Manages consultant contracts and or tasks included in scope of work and review invoices.
  • Reviews plans, provides critiques regarding aesthetic and technical matters, and approves civil and architectural blueprints for planning and building permits.
  • Works with contractors during the construction process through the final inspections. Monitors project compliance with conditions of approval and environmental mitigations; identifies potential issues and seeks solutions.
  • Uses personal computer and specialized permit processing systems to prepare correspondence, council agenda items, staff reports, resolutions, and other specialized documents.
  • Makes presentations to the City Council, Planning Commission, Community Workshop, Hearing Officers and various inter-departmental committees.
  • Reviews various County and City agendas and comments as appropriate.
  • Analyzes proposed legislation, plans, policies and systems; makes recommendations for change, as appropriate, to protect and/or enhance the City's interests.
  • Prepares and/or coordinates proposals and documents for federal, state and grant funded projects.
  • Provides ongoing support to grants management concerning program coordination and eligibility criteria.

Required Skills/Experience/Education:

Education and/or Experience:
The education, experience, knowledge, skills and abilities for the Assistant Planner include: one year of directly related experience as a Planner, and a  bachelor's degree in urban or regional planning, architecture, landscape architecture, or a related field considered useful in City planning.
Possession of, or ability to obtain, a valid class C California driver's license.

Salary Range:
$26.31 - $40.82 hourly; $54,730.83 - $84,906.02 annually
Other Benefits:
Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security. Vacation Accrual Rates: Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service. Sick Leave Accrual Rate: Full time employees accrue sick leave at a rate of 3.70 hours per pay period. Deferred Compensation: The City contributes 1% to a deferred compensation program. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee. Educational Incentive: Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor's degree – 3%, Graduate degree – 3.5% Health and dental: The City contributes $993.91 per month toward medical insurance premiums and an additional $74.20 per month toward dental insurance premiums. For those employees who waive the medical the City will contribute $893.91 per month. Any unused dental premium monies are paid to the employee. Life Insurance: City employees receive Basic Life Coverage and have the option to purchase additional insurance. Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work related coursework. Holidays: The City observes 12 holidays per year.
