SENIOR PLANNER

Job Description

 

The City invites all interested and qualified persons to apply for a full-time Senior Planner position in the City’s Planning Department.    

 

 

 

ESSENTIAL FUNCTIONS

 

Must be able to perform the following tasks under the general supervision of the Community Development and Planning Director:

 

 

1.    Administer Housing Element Implementation Programs.

 

2.    Confers with and advises architects, engineers, attorneys, developers and the general public regarding City planning and zoning procedures and processes; responds to inquiries and provides information at the counter, by telephone, email and through written correspondence.

 

3.    Evaluates simple and complex residential, commercial and industrial development projects and applications by detailed review of plans for architectural, zoning and general plan requirements; calculates and ensures collection of fees; performs field surveys to identify site problems prior to developments; and upon completion of projects determines conformance with applicable requirements, special conditions, relevant laws, ordinances, regulations and City policies.

 

4.    Process land use permit applications and ensure their timely review by maintaining frequent and effective written and oral communications with applicants and other persons responsible for processing of land use applications.

 

5.    Prepares, coordinates and presents staff reports and graphic displays for presentation and comments on current and advance planning issues for the Planning Commission, City Council, community groups and regulatory agencies; ensures timely action on Planning Commission directives and initiatives.

 

6.    Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.

 

7.    Uses personal computer and specialized permit processing system to prepare council and staff reports, resolutions and other specialized documents.

 

8.    Functions as the City’s mid-management team and participates actively in addressing issues of concern to the City which at times may not have a direct impact on Planning.

Education, Experience and/or Licenses/Certificates

 

The minimum qualifications required are a bachelor’s degree or equivalent from an accredited college or university, preferably with major work in planning or a related field; and one-year prior professional experience in the area of urban or regional planning in a municipal or county planning department in the State of California. Possession of, or ability to obtain, a class C California driver’s license.

KNOWLEDGE/ABILITIES/SKILL

 

Knowledge of principals, practices and techniques of planning, State and Federal laws, ordinances, rules and regulations regarding local government operations related to planning, environmental issues, building inspection, housing and redevelopment program activities. Principles, practices and techniques of New Urbanism or Neotraditional designs and its application. Some knowledge of the California Environmental Quality Act; Subdivision Map Act. Site planning and architectural review.  Building/ engineering principles, architectural drawing and graphic illustration.  Zoning laws and ordinances, land use planning and related environmental regulations.

 

 

 

Ability to perform and coordinate technical current, advance and project-planning activities; such as the collection analysis and preparation of reports and recommendations pertaining to complex issues. Interpret laws, policies, procedures, regulations, maps, specification, census data, site and building plan, graphs and other statistical data.  Communicate clearly and concisely, both orally and in writing.  Manage special projects, activities and programs.  Operate GIS software. Work under pressure, handle significant problems and task that arise simultaneously and/or unexpectedly. Establish and maintain effective working relationship with Planning staff, other City employees and the public. read and interpret building construction and engineering plans, specifications and codes.  Maintain cooperative working relations with builders, contractors, general public and City personnel.  Communicate clearly and concisely, verbally and in writing.  Establish and maintain effective working relationships with other City employees and the public.

 

 

 

Skill in operation of Microsoft computer applications and other software essential to job duties.

Salary Range:
Annual Salary Range $75,229 - $100,815
Other Benefits:
• Medical Insurance: The City contracts with CalPERS for medical and there are several coverage options to choose from. The City provides a monthly medical contribution of $389.00. • Dental Insurance: The City pays up to $55.00 for employee’s coverage and employee pays any additional premium for single coverage and for dependents. • Vision Insurance: The City pays up to $8.00 for employee’s coverage and employee pays any additional premium for single coverage and for dependents. • The City provides a monthly Cafeteria amount of $725.00 to use toward the premiums of your Medical, Dental and/or Vision. • Life Insurance: Life insurance is provided and paid for by the City • Long Term Disability: The City provides Long Term Disability paid by the City. • Vacation and/or General Leave depends on years of service. • Holidays: Eleven paid set holidays and two floating holidays. • Deferred Compensation Plan: Employees may voluntarily elect to defer a percentage or flat amount of their salary on a pre-tax basis for retirement investment. The City has two Deferred Compensation Plans to choose from. • Retirement: Membership in the California Public Employees Retirement System (CalPERS). Under the Public Employees’ Pension Reform Act, employees meeting the definition of “New Members” will be enrolled in the 2% @ 62 Plan. Employees meeting the definition of “Classic Members” will be enrolled in the 2% @ 60 Plan. Employees also participate in Federal Social Security.
