The City of Oxnard's Community Development Department is seeking to fill one (1) position at the level of either Plan Check Engineer, Assistant Plan Check Engineer, or Junior Plan Check Engineer, with a candidate possessing strong analytical and customer service skills to be part of the Community Development Team.
 
Under direction, performs Building and Safety plan check functions in the oversight and examination of architectural and structural drawings and specifications; performs a variety of tasks in support of the Building and Engineering Division including representing City interests in development projects; performs related duties as required.

DISTINGUISHING CHARACTERISTICS:
 
The Plan Check Engineer is the single professional class responsible for the inspection and examination of large, complex architectural and structural drawings and specifications within Community Development.  This classification is distinguished from the classification of Assistant Plan Check Engineer by the size and complexity of projects assigned, the professional level duties assigned, and in the ability to act in the stead of the Deputy Building Official as necessary.
 
The Junior/Assistant Plan Check Engineer is the single professional class responsible for the inspection and examination of architectural and structural drawings and specifications within Development Services. This classification of Assistant Plan Check Engineer is distinguished from the classification of Junior Plan Check Engineer by the complexity of projects and duties assigned, and in the necessary qualifications.  
 
SUPERVISION RECEIVED/EXERCISED:
Direction is provided by the Deputy Building Official. The position of Plan Check Engineer provides technical guidance and training to plan check, inspection, and front counter staff. The position of Assistant/Junior Plan Check engineer provides technical support to inspection and front counter staff.

WORK SCHEDULE:
The normal work week is Monday-Thursday 8:00 am - 6:00 pm and alternate Fridays 8:00 am - 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs. 

 

Essential Functions

Include but are not limited to the following:

  • Reviews architectural drawings and engineering specifications for completeness, accuracy, and compliance with building, structural, mechanical, electrical, plumbing, energy conservation, CalGreen, and disabled access codes, regulations and laws.
  • Performs research and analyses to support the Deputy Building Official in making recommendations for revisions to the City's building codes and policies as appropriate. 
  • Consults with and advises the public, governmental agencies, architects, engineers, contractors and other members of the building industry in all phases of local and state building, plumbing and electrical code requirements.
  • Provides guidance and acts as a technical resource to plan check, inspection, and front counter staff in the resolution of complex issues related to applicable building codes, regulations and laws; trains building plan check, inspection, and front counter staff in application of new codes, policies, and procedures.
  • Performs engineering calculations and analyses in the examination of submitted architectural, engineering and building plans; acts as a technical advisor to the City Building Official on code requirements concerning complex private and public building projects.
  • Performs field inspections as necessary to resolve problems that arise during construction.
  • Prepares reports and presents oral presentations on development and/or engineering related matters to City officials, local community businesses and developers.
  • Keeps current on and demonstrates a full understanding of applicable City standards, codes, resolutions, policies, procedures and work methods associated with building code regulation and plans examination duties.

The following are minimum qualifications necessary for entry into the classification:
 
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Plan Check Engineer. A typical way of obtaining the required qualifications is:

Education:
A Bachelor's degree in civil engineering, architecture or a related field; and,
Experience:
Four years of directly related experience in building and safety plan checking.

License, Certification and Other Requirements:
  • Possession of, or ability to obtain, a valid class C California driver's license.
  • Possession of certification of Registration in the State of California as a Professional Civil Engineer, Structural Engineer, or Architect. 

Any combination of education and experience that has provided the knowledge, skills and abilities necessary for an Assistant/Junior Plan Check Engineer. A typical way of obtaining the required qualifications is to possess a Bachelor's degree in civil engineering, architecture, or a related field.
 
For the Assistant Level: Two years of directly related experience in plan review, architecture, civil engineering, building construction and/or construction management is required.
For the Junior Level: No experience is required; one year of directly related experience is desirable.

License/Certificate:
Possession of, or ability to obtain, a valid class C California drivers license, possession of an ICC Building Plans Examiner certification is required for the Assistant Level and desirable for the Junior Level.

In lieu of possession of the ICC Building Plans Examiner certification, applicants for the Assistant Level will be deemed qualified if the candidate have a total of 5 years of directly related experience in plan review, architecture, civil engineering, building construction and/or construction management, and the ability to obtain an ICC Building Plans Examiner certification or possession of Civil/Architectural license issued by State of California within one year of hire.

 

General Information

Selected candidate must pass a thorough background investigation.

Salary Range:
$66,289.60 - $121,888.00 Annually
Other Benefits:
Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security. Vacation Accrual Rates: Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service. Sick Leave Accrual Rate: Full time employees accrue sick leave at a rate of 3.70 hours per pay period. Deferred Compensation: The City contributes 1% to a deferred compensation program. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee. Educational Incentive: Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor's degree – 3%, Graduate degree – 3.5% Health and dental: The City contributes $993.91 per month toward medical insurance premiums and an additional $74.20 per month toward dental insurance premiums. For those employees who waive the medical the City will contribute $893.91 per month. Any unused dental premium monies are paid to the employee. Life Insurance: City employees receive Basic Life Coverage and have the option to purchase additional insurance. Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work related coursework. Holidays: The City observes 12 holidays per year.
