Urban Planning Concepts, Inc. created in 1987, has successfully provided land use consulting services for over 35 years.  We have assisted hundreds of landowners, developers, and builders with their proposed projects in Santa Barbara and San Luis Obispo Counties and many local cities. UPC also provides planning services for local cities, school districts, and special districts.

Rural Planning Services, Inc. was created in 2007 to assist the agricultural community in the land use permit and planning process. RPS has been involved in many local wineries, greenhouses, coolers, agricultural support structures, environmental projects, and land division applications. RPS also has expertise in working with regulatory agencies at the state and federal level.

Assistant/Associate Planner

We are seeking a team member who is highly organized, and capable of proactively managing various development permits and entitlements through the permitting process. Must have a fundamental understanding of land use planning law, CEQA, local ordinances and codes. Experience in working with local, state, and federal agencies is important for this position. There may be opportunities to be assigned as a contract planner for a local government agency.

 

Experience:

·         Bachelor’s degree in urban planning, environmental planning, geography, or related field.

·         2-3 years’ experience in public or private sector planning, preferably in the Central Coast region.

·         Processing a variety of land use permits such as development plans, tentative tract maps, zoning clearances, etc.

·         Analyzing proposed projects to determine if they comply with General Plans and zoning ordinances.

·         CEQA documentations – Exemptions, Negative Declarations, and Environmental Impact Reports.

Ability to:

Conduct zoning and property research.
Research planning laws and policy, zoning ordinances, and CEQA.
Review project plans and documentation prior to submittal to ensure complete, accurate applications.
Be able to work well individually and in a team environment.
Coordinate plan review with the owners, architects, engineers, and other consultants.
Prepare presentation graphics, assist with public meetings/public hearings.
Effectively communicate in a public setting.
