THE POSITION
The City of Santa Barbara Public Works Department is seeking a motivated and knowledgeable Associate Transportation Planner to perform professional work in the field of transportation planning related to land development activities, including complex development plans examination, policy development and report preparation.

Distinguishing Characteristics
Assistant Transportation Planner
$76,746.28 – $93,286.18 Annually
This is the entry-level class in the Transportation Planner series. This class is distinguished from the Associate Transportation Planner by the performance of the more routine tasks and duties assigned to position within the series including proposal and application review, report preparation and a high degree of public interaction. Typically, employees may have completed a college degree in the field and have limited experience in the transportation planning field.

Associate Transportation Planner
$83,121.48 – $101,035.22 Annually
This is the full journey level class within the Transportation Planner series. Employees within this class are distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development and advanced report preparation. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class may be filled by advancement from the Assistant level, or when filled from the outside, require prior experience.
EMPLOYMENT STANDARDS

Knowledge of:
Basic principles and practices of transportation planning related to residential, commercial and mixed-use land development.
Basic inter-relationships of land use and regional travel patterns.
Basic transportation modeling and travel demand forecasting.
Basic principles and limitations of Transportation Demand Management.
Basic alternative Transportation concepts including effectiveness and limitations.
Modern office methods and practices, including Microsoft Office Suite including Word, Outlook, PowerPoint, and Excel, spreadsheet and database applications, and planning related software including GIS.

Ability to:
Learn basic transportation planning policies and practices in the evaluation of land development proposals.
Learn to interpret and utilize current literature, information resources, and research techniques (including the Internet).
Prepare reports and recommendations.
Learn to review, evaluate and interpret site plans, engineering maps, and traffic studies.
Draft planning studies, ordinances, and maps to present data supporting recommendations.
Learn to present staff recommendations on proposals to committees and explain proposals’ conformance to local, State and Federal requirements.
Communicate clearly and concisely, both orally and in writing.
Operate a computer for database management and word processing.
Learn to explain planning and zoning requirements and processes to public, property owners, architects and engineers.
Establish and maintain cooperative working relationships.

Associate Transportation Planner (In Addition to the Above)
Apply basic transportation planning policies and practices in the evaluation of land development proposals.
Interpret and utilize current literature, information resources, and research techniques (including the Internet).
Prepare reports and recommendations.
Review, evaluate and interpret site plans, engineering maps, and traffic studies.
Draft planning studies, ordinances, and maps to present data supporting recommendations.
Present staff recommendations on proposals to committees and explain proposals’ conformance to local, State and Federal requirements.
Communicate clearly and concisely, both orally and in writing.
Operate a computer for database management and word processing.
Explain planning and zoning requirements and processes to public, property owners, architects and engineers.
Establish and maintain cooperative working relationships.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Assistant Transportation Planner
Two (2) years of increasingly responsible experience in urban or transportation planning is desirable.

Associate Transportation Planner
Four-five (4-5) years of increasingly responsible experience in urban or transportation planning is desirable.

Education and/or Training:
Equivalent to a Bachelors degree from an accredited college or university with major course work in traffic engineering, civil engineering, planning, transportation planning, Urban Planning or a closely related field.

License, Certificate and/or Other Requirements:
Possession of, or ability to obtain, an appropriate, valid driver’s license.
